The problem is overpopulation. Despite the good intentions, pet sanctuaries are not a solution. Like the county pound, they will be overwhelmed with abandoned pets as well. Unless there is an effective low cost or free spay/neuter program, animals will be destroyed. If animal lovers truely love animals, get the pet fixed.

How many dogs are kept in cages 24/7/365 and not given proper care such as fresh water and food? Do the dogs ever see the light of day; are they exercised? How many dogs are licensed? How many dogs have their shots?

The facts are gathered on two websites www.savethechihuahuas.org and www.hoardingchihuahuas.org. They have the articles, the citations, the court records and photo's and given what is there and what's been on the news, it doesn't appear the dogs' lives have improved.
Kimi was FORCED out of Burbank, she was on probation, if she didn't leave they were going to shut her down, so she moved to Kern. And she is now their problem.
She is running an UNAUTHORIZED KENNEL, she is warehousing dogs, not caring for them.
Kern needs to step up to the plate and enforce their own laws, what happened with the 30 day notice they gave her 2-3 months ago?
Are the dogs still living in sub-standard conditions?
Are they still confined to cages because they are "biters"? Please, they were able to rehabilitate the Michael Vick's PIT BULLS, but these Chi's can't?
It's not that the dogs can't be rehabilitated...it's just easier to keep them in cages 24/7, throw food in and call it a "rescue".

Thank you for your news story regarding Kimi Peck in Tehachapi and the animal hoarding situation she is disguising as a kennel-like atmosphere. After hearing the latest information concerning Peck, I have specific concerns and my questions are: 1. Is Peck going to put her adoptable pets on Petfinder.com;2. What local animal rescue organizations has Peck contacted for assistance;3. Has Peck rejected any local or out of the area rescue organizations that have offered help;4. Will you do a follow-up with Peck to see, first-hand, what animals are adoptable and can be rehabilitated?
Additionally, I also listened to a phone interview with Peck (before she went to court this past week) wherein she said she would euthanize her animals if things did not go her way. Clearly, Peck is someone who needs help with this overwhelming situation and there are rescue groups/concerned citizens who would like to assist her, if she would only allow it.
I look forward to hearing an update from you at your earliest convenience, especially if there is a follow-up story when you ask more questions on what Peck intends to do.
More importantly what, if anything, is Kimi Peck planning to do to move forward and give others who want to assist her and placing the adoptable pets and alleviate a potentially bad outcome for the many furry friends who have no voice and deserve a second chance at life to be socialized in a quiet, loving home.

There are no "facts" on the websites mentioned above - only the lies of Kimi Peck "stalkers" who hide behind the internet afraid to give up their anonymity so that Ms. Peck can face her accusers and the rest of us can know who they really are. If they are afraid of being sued then they must know they are lying. Further, they can't seem to make up their minds if she is running a kennel or hoarding. It would be hard to consider her a hoarder considering the 1000's of dogs she has adopted out over the past 15 years that I have known about her and her rescues. Previously she saved several hundreds of horses from slaughter and no one accused her of being a hoarder then. Interestingly, it wasn't until she engineered the rescue of 174 dogs from being euthanized by the Los Angeles County Shelters that she began getting these "hoarding" attacks. Some people would rather see dogs die than be given a chance at a life in a loving home. The type of people like the Kimi Peck "stalkers" above do not rescue animals because that would be too much like work. I have seen Ms. Peck residence and there are no dogs "living" in cages. Some may be in cages temporarily for medical treatment, just like at the vets, but none "live" in cages. Also, I believe Ms. Peck would only euthanize her dogs as a last resort if she believed they were destined to die in the shelters, frightened and alone as the shelters are severely overcrowded and they euthanize their dogs and cats on a regular basis. Her dogs are healthy and happy and if left alone will stay that way.

What characteristics do animal hoarders generally share?

-An apparent need to have many animals, and usually many inanimate objects as well (an addiction to clutter).
-Intelligence and communication skills, combined with a shrewd ability to attract sympathy for themselves, no matter how abused their animals may be.
-Paranoid that everybody is out to get them and everybody is a spy
-A stubborn refusal to part with any of their animals, be it through adoption of relatively healthy ones or euthanasia of sick ones.
-A clandestine lifestyle—there is often a stark contrast between the hoarder's public persona and his/her private life.
-A tendency to deny reality—they insist that ill animals are healthy; that those confined for long periods in small cages or kennels are comfortable; that overcrowding does not subject animals to severe stress and related diseases; etc.
-They warehouse their animals and call it a sanctuary
-They do not have the proper resources to care for their animals but claim they do
-Recidivism—unless expert psychiatric help is obtained, hoarders almost invariably return to old ways, even if convicted of cruelty to animals.

It appears that Kimi Peck's stalkers have made it to this site. I have known Ms. Peck and have seen her rescue efforts for over 15 years and she clearly does not fit any of the criteria listed by "hoardinggranny" but "hoardinggranny" does fit the profile of a stalker as does "Gialogan4" and "donmar" who are all probably the same person. If you know their true identities you should encourage them to get help. If you see any of the websites that are obsessed with Kimi Peck you will notice that they do not disclose their identities and that they fit many of the following "stalker" characteristics.

Stalkers will not take no for an answer.

They refuse to believe that a victim is not interested in them or will not rekindle their relationship and often believe that the victim really does love them, but just doesn't know it and needs to be pushed into realizing it. As long as they continue pursuing their victim, the stalker can convince themselves they haven't been completely rejected yet.

Stalkers display an obsessive personality.

They are not just interested in, but totally obsessed with the person they are pursuing. Their every waking thought centers on the victim, and every plan the stalker has for the future involves the victim. Ask yourself this. Is the person totally involved in and completely overwhelmed with pursuing someone who has no and never will have any interest in him or her?

Along with obsessive thinking, they also display other psychological or personality problems and disorders. They may suffer from erotomania, paranoia, schizophrenia, and delusional thinking. According to Professor R. Meloy, "these stalkers have rigid personalities and maladaptive styles. These disorders in themselves are very stable and not treatable." There are drugs to treat certain specific mental disorders, but stalkers, when given the choice, seldom continue with their medication or treatment.

Stalkers are above average in intelligence and are usually smarter than the run of the mill person with mental problems.

They will go to great lengths to obtain information about their victims or to find victims who have secretly moved. They have been known to hack into computers, tap telephone lines, take jobs at public utilities that allow them access to the victims or information about the victims, and even to travel thousands of miles and spend thousands of dollars to gain information about or find their victims. Stalkers many times use their intelligence to throw others off their trail.

Most stalkers don't have any relationship outside the one they are trying to re-establish or the one they have imagined exists between them and their victim.

Because they are usually loners, stalkers become desperate to obtain this relationship.

Stalkers don't display the discomfort or anxiety that people should naturally feel in certain situations.

Normal individuals would be extremely embarrassed to be caught following other people, going through their trash looking for information about them, leaving obscene notes, and other inappropriate behavior displayed by stalkers. Stalkers, however, don't see this as inappropriate behavior, but only as a means to gain the person's love.

Stalkers often suffer from low self-esteem, and feel they must have a relationship with the victim in order to have any self worth.

Preoccupations with other people almost always involve someone with weak social skills and low self-esteem.

Few stalkers can see how their actions are hurting others.

They display other sociopathic thinking in that they cannot learn from experience, and they don't believe society's rules apply to them. Most stalkers don't think they're really threatening, intimidating, or even stalking someone else. They think they're simply trying to show the victims that they're the right one for them. To the victims of stalking it is like a prolonged rape.

Stalkers, like rapists, want absolute control over their victims. They don't regard what they're doing as a crime, or even wrong. To them it is true love, with the exception that the victim doesn't recognize it yet. With enough persistence, stalkers believe they will eventually convince the victims of their love.

Stalkers many times have a mean streak and will become violent when frustrated.

Whoa Defender of Good. You just described the author of Kimipeck.org and Donmaben.org to a tee. It's like you are the author of these websites harassing and stalking your neighbors and others. How do you find the time when you have hundreds of animals you are supposed to be taking care of. Oh, that's right. You don't take care of them so you do have the time.

Reputable rescuers do NOT have more animals than they can properly care for. It's not about how many animals you are able to save. It's about giving the animals you are saving quality of life. Hoarders definitions of a sanctuary differ from a reputable rescuers definition of a sanctuary. Reputable rescuers can stay in one location for years. Yes, it's easy to not take responsibility of your own negligence and blame others. This, however, is another example of a hoarder.

I clearly hit a nerve with "hoardinggranny" who obviously thinks I am Ms. Peck - sorry, not even the same gender. I am just a concerned citizen who has researched both sides of this issue and have come to the obvious conclusion that Ms. Peck is being stalked. The reaction they have to my post (thinking I am Ms. Peck) clearly shows their obsession with her. The Kern County authorities have made several onsite investigations of Ms. Pecks' property and always found her dogs to be healthy, well-fed and well-cared for. Wagging tails abound, albeit over 100 wagging tails. I, myself, could not dedicate my life to the care of so many unwanted dogs (most of them would have definitely been euthanized if not for Ms. Peck) but my hat is off the her for her love and dedication beyond all odds (including stalking and harassment by a group of misfits). Very few people could have withstood the "slings and arrows of outrageous fortune" with such dignity and determination. We need more people like Ms. Peck who protect the animals that are unable to protect themselves. There are thousands of dogs and cats being slaughtered in the shelters today that have a right to live as much as any other creature on this planet - including "hoardinggranny". Ms. Peck has been instrumental in saving hundreds of dogs from city shelters and has even saved hundreds of horses from the slaughterhouse and found them forever homes. She should be getting a medal for her efforts - not harassment from the "stalkers".
